"Zero-tariff" reductions and exemptions hit a record high.

On November 8, a batch of imported European cableway equipment cleared customs at Yangpu Port—under the jurisdiction of Haikou Customs—with a total value of 64.19 million yuan and tax savings of approximately 14.15 million yuan. This marks the largest single shipment of "zero-tariff" equipment by value and tax savings since the implementation of the Hainan Free Trade Port's "zero-tariff" list for self-use production equipment; it is also the first batch of such equipment designated for the development of Hainan's tourism industry.

"We consulted Haikou Customs early on about our plan to import this cableway equipment. Upon learning of our plans, the customs authority immediately assigned dedicated personnel to provide real-time guidance on the necessary procedures, allowing us to tangibly benefit from the Hainan Free Trade Port's 'zero-tariff' policy," said a manager from the Yanoda Scenic Area (a national 5A-rated attraction in Hainan).

According to the *Master Plan for the Construction of Hainan Free Trade Port*, prior to the island-wide independent customs operations, enterprises registered in the Hainan Free Trade Port with independent legal person status are exempt from tariffs, import-stage value-added tax (VAT), and consumption tax on imported self-use production equipment. This exemption applies unless the goods are explicitly excluded from tax relief by laws, regulations, or relevant rules; prohibited from import by the state; or listed on the "Negative List for 'Zero-Tariff' Self-Use Production Equipment in Hainan Free Trade Port." The self-use production equipment eligible for this policy is managed via a negative list system.

Chen Zhen, Deputy Director of Haikou Customs, stated that to ensure the policy's early implementation, the agency established a dedicated task force to provide categorized guidance on customs clearance based on product types. Simultaneously, Customs focused on addressing implementation challenges and intensified policy outreach to enterprises, aiming to help more businesses benefit and to expand the policy's impact. Moving forward, Customs will prioritize the "Doing Practical Things for the Public" initiative to resolve business development hurdles, continuously improve regulatory and service standards, and fully support the effective implementation of early-stage policies for the Hainan Free Trade Port.

As of November 8, a total of 120 enterprises in the Hainan Free Trade Port had been certified as eligible for these benefits through the China (Hainan) International Trade "Single Window" system. In October, enterprises benefited from tax exemptions totaling 10.92 million yuan under the "zero-tariff" policy for self-use production equipment, representing a 123.69% increase compared to September.
